NuGet in its current version uses a global package cache. Have a look at the documentation to find out where it is on your machine. You should also poke around the NuGet configuration file documentation for how to update the global cache location.
I am not on my arch now to check, but I bet pacman -Ql boost-libs or pacman -Qk boost-libs will do the trick by providing you with the list of files installed by the package.

The -r flag isn’t restricted to command-line use only, it can also be used inside requirements files. So running pip install -r req-1-and-2.txt when req-1-and-2.txt contains this: -r req-1.txt -r req-2.txt will install everything specified in req-1.txt and req-2.txt.
