string.IsNullOrEmpty() vs string.NotNullOrEmpty()

Because “IsNullOrEmpty” is easier to understand than “NotNullOrEmpty”. The latter could be interpreted as:

1. It’s not null and it’s not empty
2. It’s not null or it is empty
