Select your app target then goto build setting, search for swift set the swift language version from the dropdown.
If you want to fold / unfold specific blocks of code, since Xcode 7, you have to enable that. Go to Xcode > Preferences > Text Editing > and check ‘Code folding ribbon’. (No idea why they disabled this useful feature by default.)

I ended up manually copying the .prefPane file to: /Library/PreferencePanes After restarting Settings.app, it finally appeared on the list and worked perfectly. As Martijn Scheffer stated in this comment, the reason for the pane not appearing in System Preferences is that the installer incorrectly puts the file to ~/Library/PreferencePanes instead of /Library/PreferencePanes.
