Why not File Menu > Settings > File Types > click ‘PHP files‘ > click ‘Add’ in the bottom screen > enter ‘*.php’ (instead of html with .php)
Thanks to @LazyOne comment, found the solution : Select Preferences | Languages & Frameworks | JavaScript | Libraries and click Add. Select the path you want to add and the folder will be marked as library root. Really useful for non standard path (not bower_components for example)

Select multiple lines and use the Comment with Line Comment (Ctrl+/ in the default keymap on Windows, can be changed in Settings | Keymap). There is also Comment with Block Comment that works for file types that have special style comment for code blocks (not applicable for .htaccess).
