I had the same problem as you and the way I solved it was to delete the packages folder from my solution and also bin and obj folders from every project in the solution and give it a rebuild.

You need clear the Nuget Cache. To do this, go to Tools -> Options and click on it like this picture
I also got the same after upgrading to version 15.6 of Visual Studio 2017. Closing VS and deleting the .vs folder fixed it for me.
Per project: References->Nuget dictates what packages are referenced and restored. But, as Eastrall mentioned, the packages folder is now global and located in your user folder: C:\Users\[YourUsername]\.nuget\packages
I fixed this by deleting the visual studio solution user options file (.suo) and then restarting VS. UPDATE: For VS 2017, you need to delete a hidden folder named .vs located in solution directory (Thanks @Tien Dinh!)
