There is cling Cern’s project of C++ interpreter based on clang – it’s new approach based on 20 years of experience in ROOT cint and it’s quite stable and recommended by Cern guys. Here is nice Google Talk: Introducing cling, a C++ Interpreter Based on clang/LLVM.
For the case of Python, source files are compiled before being executed (the .pyc files), and the comments are stripped in the process. So comments could slow down the compilation time if you have gazillions of them, but they won’t impact the execution time.
Of course, you can use scala -cp whatever and manually manage your dependencies. But that gets quite tedious, especially if you have multiple dependencies.
