in numpy you have where :

>> import numpy as np
>> x = np.random.randint(0, 20, 10)
>> x
array([14, 13,  1, 15,  8,  0, 17, 11, 19, 13])
>> np.where(x > 10)
(array([0, 1, 3, 6, 7, 8, 9], dtype=int64),)
