One solution could be to wrap the options inside optgroup:

optgroup { font-size:40px; }
<select>
  <optgroup>
    <option selected="selected" class="service-small">Service area?</option>
    <option class="service-small">Volunteering</option>

    <option class="service-small">Business Services</option>
  </optgroup>
