It seems that this option is not available in the simulated devices. Tip: If you want to connect the console from your desktop Safari, you will need the Technology Preview. the normal one does not discover the simulator (though it finds the real device normally)
You can install Apple xCode. After installation, search Simulator through Spotlight. With Simulator you can open Safari and simulate yours websites with touch control.

I ran into this with macOS 11.4 Big Sur, connecting to an iPad running iOS 14.5.1. Using Safari Technology Preview fixed it.
FWIW, I tried all of these suggestions, and it worked briefly after resetting Privacy & Location settings but stopped working immediately after. What ended up working as a long term solution was to turn both WiFi and Bluetooth off on the iPhone while connected to the Mac.
