The gacutil.exe should install the .dll to the right location depending on how it was compiled. Gacutil.exe successfully adds assembly, but assembly not viewable in explorer. Why?

That’s because you use the .NET 4.0 version of gacutil.exe. It stores the assembly in a different GAC, the one in c:\windows\microsoft.net\assembly. Where all .NET 4.0 assemblies are stored. gacutil comes with Visual Studio, not with VSTS. It is part of Windows SDK and can be download separately at http://www.microsoft.com/downloads/details.aspx?FamilyId=F26B1AA4-741A-433A-9BE5-FA919850BDBF&displaylang=en .
