Try going to Project -> Properties -> Java Build Path -> Order & Export and ensure Android Private Libraries are checked for your project and for all other library projects you are using. Clean all projects afterwards and see what happens.

I just got the same problem and to fix it, I opened the task manager and killed the adb.exe process, then I restarted Eclipse.
For me, the problem was that in the Project settings – Android tab, I had no Android version selected.

Head over to Help -> Install New Software. Click on Available software sites. Delete the Android repo. Uncheck Indigo & Eclipse updates & recheck them. Now head back to Help -> Check for updates. OK, here is what I did to fix the problem: Open Eclipse. Then: Window > Android SDK and AVD Manager > Available Packages: > Android Repository: + Android SDK Tools, revision 8 + Android SDK Platform-tools, revision 1 [Install Selected]
You should use Locale.getDefault() especially if you cant be sure that your text will always be in english. Also lint errors like that one you are having usually disappear after you run lint again or clean your project.
Uncheck “Contact all update sites during install to find required software” (this is causing the error message above).
