rhc setup gives error `no such file dl/import`

Updating net-ssh to 2.9.3.beta1, as cremno suggested in this comment, resolved my problem.

gem install net-ssh -v 2.9.3.beta1

Before that, I tried gem install net-ssh, but it didn’t help.
