Try to use:
Ctrl+/ for Line Comment
or
Ctrl+Shift+/ for Block Comment
or
Set you own keyboard shortcut in Settings from File -> Settings... -> Keymap.
Then search for “comment”.
Note: It’s the numpad / that works.
