CREATE USER username IDENTIFIED BY apassword;
GRANT CONNECT TO username;
GRANT EXECUTE on schema.procedure TO username;
You may also need to:
GRANT SELECT [, INSERT] [, UPDATE] [, DELETE] on schema.table TO username;
to whichever tables the procedure uses.
