By default in Eclipse you only have to press Ctrl + space for autocomplete. Then select the desired method and wait 500ms for the javadoc info to pop up. If this doesn’t work go to the Eclipse Windows menu → Preferences → Java → Editor → Content assist and check your settings here
Unfortunately, you can only turn on all invisible (whitespace) characters at the same time. I suggest you file an enhancement request but I doubt they will pick it up. I am sure m2eclipse Maven plugin for Eclipse – the other way around – can do that. You can configure it to download both the source files and javadoc automatically for you. This is achieved by going into Window > Preferences > Maven and checking the “Download Artifact Sources” and “Download Artifact JavaDoc” options.
