RewriteCond is already your “if-condition”. Just add another one:

RewriteCond %{HTTP_HOST} !=localhost
RewriteCond %{HTTP_HOST} !^www\.
RewriteRule ^(.*)$ http://www.%{HTTP_HOST}/$1 [R=301,L]
