In Chrome (including Version 111), enable allow insecure localhost:

chrome://flags/#allow-insecure-localhost

allow insecure localhost in chrome settings

If you are just curious if this works, browse this site which has a bad root ssl certificate. Other “bad ssl” sites can be found using badssl.com.
