I had to enable other security protocol versions to resolve the issue:

    ServicePointManager.SecurityProtocol = SecurityProtocolType.Tls
        | SecurityProtocolType.Tls11
        | SecurityProtocolType.Tls12
        | SecurityProtocolType.Ssl3;
