How do I URL-escape a string in Rails?

CGI.escape will do it:

<% redirect_href = "/redirect?#{CGI.escape target}&amp;foo=bar&amp;baz=some_other_stuff" -%>
<a href="<%= redirect_href =>">Foo</a>
