I have observed on Windows 2008 the Windows Error Reporting crash dumps get staged in the folder:

C:\Users\All Users\Microsoft\Windows\WER\ReportQueue

Which, starting with Windows Vista, is an alias for:

C:\ProgramData\Microsoft\Windows\WER\ReportQueue
