Further research reveals that <a href="https://stackoverflow.com/questions/15291307/?page=14">Next</a> is a valid relative URL.
It’s documented as part of WHATWG’s URL spec
http://url.spec.whatwg.org/#relative-state
The new URL will inherit the base URL’s scheme, host, port and path.
